Attached Departments

The Chief Engineers in the CWPP&H Department, oversee planning, design, construction, and maintenance of provincial highways, roads, bridges, and government buildings. Their roles include project supervision, ensuring quality standards are met, and coordinating with other departments to manage development projects within their respective zones.

Key Responsibilities of Chief Engineers

  • Project Management: Supervise the planning, design, construction, and maintenance of roads, bridges, and government buildings within their zone.
  • Quality Control: Inspect ongoing projects to ensure quality standards are maintained and direct teams to improve the pace and quality of work.
  • Supervision: Provide direct oversight to junior engineers and teams to ensure the timely and efficient completion of development projects.
  • Coordination: Collaborate with other agencies and departments on development projects, including handling deposit works and submitting project proposals to planning departments.
  • Administration: Manage the administration of roads, bridges, and tunnels, including the collection of tolls.
  • Standards & Specifications: Help establish and enforce standards and specifications for roads, bridges, and tunnels.
  • Monitoring Progress: Review progress on various ongoing projects in their zone and take action to expedite work when necessary.

Distribution of Business

  • Legislation, policy formation and sectoral planning.
  • Planning, designing, construction, maintenance and equipment of Provincial Government buildings, (Non-residential and Residential, including Rest Houses/Dak Bungalows, Circuit Houses) along with allied structures/works financed from Provincial/ Federal Funds or through other sources.
  • Building Construction (Non-residential and Residential, including Rest Houses/Dak Bungalows, Circuit Houses) on behalf of other Agencies/ Department/Federal Government or as deposit works.
  • Policy formulation for planning, designing, construction, maintenance, repair and equipment of Provincial Government Buildings (Non-residential and Residential, including Rest Houses/Dak Bungalows, Circuit Houses) with allied works along with its maintenance and repairs including equipment's.
  • Preparation of architectural planning, designing and drawings of Provincial Government Buildings (Non-residential and Residential, including Rest Houses/Dak Bungalows, Circuit Houses).
  • Submission/coordination for transmission of P.C-I to Planning and Development Department for construction, maintenance, repair and improvement of Provincial Government Buildings and equipment's financed from Provincial/Federal Funds or other sources.
  • Buildings, Physical Planning and Housing Funds.
  • Standardization and lay down specification for Buildings, Physical Planning and Housing.
  • Research and material testing pertaining to Buildings including coordination with Federal Agencies.
  • Evaluation and fixation of rent of Government Buildings (Non-Residential and Residential).
  • Regulate private housing schemes falling in the jurisdiction of Development Authorities.
  • Development of low cost housing schemes in Government Sector.
  • Planning, designing, construction, maintenance, repair and equipment for Public Health works pertaining to Provincial Government Buildings.
  • Planning, designing, construction and maintenance of Provincial Highways, Secondary Roads, Rural Roads, access Roads, Link Roads, Shingle Roads, Tracks and Bridges along with Cross Drainage Structures.
  • Road and Bridges construction on behalf of other Agencies/Departments/Federal Government or as deposit works.
  • Planning, designing, construction, maintenance and repair of Tunnels with allied works along-with its maintenance and repairs.
  • Administration of Provincial Highways, Secondary Roads, Links Roads, Shingle Roads, Road Tracks, Bridges, Tunnels, Toll Collection, rent for use of Right of Way (ROW).
  • Submission/coordination for transmission of P.C-I to Planning and Development Department for Roads, Bridges, and related structures.
  • Road Funds
  • Standardization and lay down specification for Roads, Bridges and Tunnels.
  • Research and material testing pertaining to Roads, Bridges and Tunnels including coordination with Federal Agencies.
  • Arrange trainings of Department's Engineers for Human Resource Development.
  • Procurement of works, goods and services.
  • All Service matters of the employees of the Attached Departments.
